
An elevation survey and an Elevation Certificate sound alike. They are not the same thing. One is a field measurement task. The other is a fixed FEMA form built from measurements. Mixing them up can cost a property owner time and money on a project or a flood insurance policy.
The Measurement Comes First, the Certificate Serves a Specific Purpose
An elevation survey is field work. A licensed surveyor measures the height of ground, structures, or specific points on a property, tied to a known reference point. The result depends on why it was ordered. It might support a site plan, a drainage design, a grading permit, or a flood study.
An Elevation Certificate is different. It’s a standardized FEMA form. A surveyor, engineer, or architect fills it out using elevation data collected in the field, then certifies it. The form has a fixed set of boxes: building diagrams, elevation entries, flood zone information, and signature blocks.
So the survey is the measuring. The certificate is one specific way to report certain measurements, in a format FEMA and insurers already recognize.
What an Elevation Survey Can Capture Beyond One Building
A general elevation survey isn’t limited to a single structure. Depending on the scope a client requests, it can cover an entire lot, a roadway corridor, a drainage basin, or a proposed building pad.
Field crews typically record a few types of data:
- Spot elevations at specific points, such as corners of a pad site, a driveway, or a low point in a yard.
- Contours, which are lines connecting points of equal elevation, used to show slope and drainage across a site.
- Benchmarks, fixed points with a known elevation, used to check and control the survey as work continues.
- Vertical datum, the reference system the elevations are tied to, such as NAVD 88.
Virginia’s surveying standards require elevation information to appear on topographic survey deliverables, and they require the surveyor to state the reference and basis of the vertical datum used. That means a topographic survey should tell you, in writing, which datum the elevations are measured from, not just what the numbers are.
This kind of survey can support site design, drainage planning, or construction staking. It’s built around the project, not around a single government form.
What an Elevation Certificate Documents for FEMA
An Elevation Certificate has one job: record how a building’s elevation compares to flood-related reference elevations, in the format FEMA and the National Flood Insurance Program use.
The form typically records information such as the building’s lowest floor elevation, the elevation of mechanical equipment, and the flood zone the structure sits in. These figures are compared to a Base Flood Elevation, where one applies, to show how a building sits relative to expected flood levels.
The key point: an Elevation Certificate is tied to one existing or proposed structure. It’s not a tool for describing an entire site the way a broader elevation survey can. A property with three buildings would typically need a separate certificate for each one, if each one needs a certificate at all.
When a Property Owner May Need One, the Other, or Both
The right choice depends on the situation, not on which term sounds more official.
- Planning a design or a site layout. A property owner working on a building addition, a grading plan, or a drainage design usually needs general elevation data across the site, not a certificate.
- A lender, insurer, or floodplain official is asking. If a mortgage lender, an insurance company, or a local floodplain administrator specifically requests an Elevation Certificate, that’s the form they need, filled out correctly for that structure.
- A project needs more than a single certificate can show. Grading, drainage, and site design projects often call for a fuller picture of ground elevation than one form covers.
- Field data supports the certificate. A surveyor may measure the elevations needed to complete a certificate as part of a larger site visit, even when the client’s main goal is the finished form.
FEMA states that an Elevation Certificate may be completed by an authorized land surveyor, engineer, or architect, subject to the applicable state licensing and program requirements. Not every field visit that gathers elevation data results in a certificate, and not every certificate request calls for a full site survey.
The Question to Ask Before Ordering Elevation Work
Before calling a surveyor, it helps to get clear on what’s actually needed. A few questions make that easier:
- What document or elevation information is being asked for? A lender letter, a permit application, and a design drawing don’t all call for the same thing.
- Who will use the final product? An insurance company, a bank, a local floodplain office, and a design team may each have their own format requirements.
- Which vertical datum is required? NAVD 88 is common, but some older records or local systems differ. Get this confirmed before field work starts.
- Is this about one structure or the whole site? A single building’s flood elevation is a different task than mapping elevation across an entire lot.
- Has a specific authority set a requirement? A Virginia floodplain administrator, an insurer, or a lender may have their own rule about what form or survey they’ll accept.
FEMA guidance makes clear that different forms of elevation data serve different purposes. Getting these five questions answered before ordering elevation work saves a second trip back to the field.
